This is the finished version of the Gremak Emperor. This is the actual formatting of the "vanity" mode of the diplomacy screen, in which you can view your own faction's leader before contacting foreign factions.
The Gremak Imperial system is a semi-feudal network of estates run by blood members of the Imperial family (the Gremak reproduction rate is sufficiently high that having royal blood is not actually all that rare). Individuals of this pedigree tend to be brightly colored, in warning patterns such as red and black, presumably to warn other Gremak that they are well-connected and therefore even as larvae or juveniles should be dealt with carefully. The officer corps of the Imperial Fleet is drawn from this pseudo-aristocracy.
Those Gremak who are not part of the aristocracy usually have more modestly colored skin of mottled gray or brown. Commoners either serve in the Imperial manors or the lower ranks of the military, or, if they have means and a taste for adventure, join the Marauders. These slavers, pirates and mercenaries operate at the fringes of Gremak territory where they can raid neighboring aliens and sell the spoils to their Imperial contacts. The Marauders can also be hired as mercenaries if you know the right brokers.
I'm guessing this is what he says when diplomatic relations have broken down? That or maybe sending one's worst criminals to the Gremak as ambassadors is common practice...
